Title: African Ministers Council on Water (AMCOW) Capacity
Development Program
Sponsor: Department of State
SYNOPSIS:
The United States is working toward a vision of a water-secure
world in which individuals and countries have reliable and sustainable
access to an acceptable quantity and quality of water to meet human,
livelihood, ecosystem, and production needs while reducing the risks
of extreme hydrological events to people, the environment, and
economies. As part of these efforts and to implement the Senator Paul
Simon Water for the Poor Act of 2005 (Public Law 109-121), the Office
of Environmental Policy of the Bureau of Oceans, Environment, and
Science (OES) at the Department of State announces an open competition
to a) strengthen the capacity of the African Ministers Council on
Water (AMCOW) secretariat to effectively address critical water sector
issues in Africa and b) facilitate the engagement of U.S.-based
foundations, nongovernmental organizations, academia, and the private
sector in Africa on water and sanitation issues.

Defense Education Program
Sponsor: Department of the Navy
SYNOPSIS:
The Naval Postgraduate School (NPS) is interested in receiving
proposals in support of the Science, Math, and Research for
Transformation (SMART) Defense Education Program. The sponsor seeks
to to improve the flow of new, highly skilled technical labor into
Department of Defense (DoD) laboratories and Agencies and to enhance
the technical skills of the workforce already in place. The Naval
Postgraduate School (NPS) is the executive agent for the SMART
program. This activity augments efforts of other programs such as; the
National Defense Science and Engineering Graduate Fellowship Program
(NDSEG), National Science Foundation (NSF) Graduate Research
Fellowship Program, and the Naval Research Lab Fellowships. The
program mission requires an effective and efficient advertising and
recruitment program that is distributed widely among U.S. citizens
interested in graduate and undergraduate science and technology (S&T)
programs. Support is also needed to facilitate the process of
collecting application materials, evaluating applicants, and

OBJECTIVES:
Fellows perform as regular staff members. Activities may range
from assisting in the preparation of major parts of budget
authorization bills, writing press releases or speeches for Members on
a wide range of topics, answering constituent mail, assisting in
legislative debates on the floors of the House and the Senate, or
meeting with lobbyists, special interest groups or agency
representatives. The Fellow will have the opportunity to participate
in and make significant contributions to public policy making within
the Congress. Past Fellows have been directly involved in water
policy, climate research, energy conservation and a range of other
problems that are of high priority to society. Fellows are requested
to write at least four short articles about their experiences on the
Hill throughout their Fellowship year and submit them for publication
in Eos.
ELIGIBILITY
All members of AGU who are citizens or permanent residents of the
United States are invited to apply for the fellowship. Though the
program is aimed at early to mid-career geophysicists with a doctorate
degree, there are no absolute restrictions on age, educational or
career level, or specific scientific background. Applicants are not
required to have experience in public policy, although such experience
and/or a demonstrable interest in applying science to the solution of
public problems are desirable. In their assignment, fellows will be
doing a variety of work, some of which may be directly related to
their training, but all of which will put demands on their scientific
education. For this reason it is very important that prospective
Fellows have a broad background in science. In addition, they are
expected to be articulate, literate, flexible, and able to work on a
variety of public policy problems with people from diverse
professional backgrounds. Ph.D. candidates should be absolutely sure
that work on their degree will be completed prior to the commencement
of the program year since experience has shown that fellows do not
have time to work on their thesis. Candidates must be members of or
applying for membership in AGU.
FUNDING
The fellowship carries with it a stipend of up to $60,000 for
twelve months, plus allowances of $2,000 for vouchered travel and
moving expenses incurred during relocation, $2,000 for appropriate
vouchered travel expenses incurred during the fellowship year and
$1,000 for travel to sponsor meetings. Health care coverage is
provided. (jap)

OBJECTIVES:
Recipients are obligated to serve as paid employees in NIH research
laboratories during the summer and after graduation. In addition to
financial assistance, the scholarship program offers invaluable
training and mentoring, as well as practical experience in a
state-of-the art research setting. The goal is to help students from
disadvantaged backgrounds pursue educational and career opportunities
in biomedical, behavioral and social science research. Each scholar
will be matched to an NIH researcher, who will serve as a mentor.
Students will also attend formal seminars and participate in a variety
of educational programs.
ELIGIBILITY
The applicant must have a grade point average of 3.5 (on a 4.0
scale) or be within the top five percent of his or her class. The
applicant must be from a disadvantaged background, meaning the student
has exceptional financial need. The applicant must be enrolled or
accepted for enrollment as a full-time student for the 2009-10
academic year at an accredited four-year undergraduate institution.
The applicant must be a U.S. citizen, a U.S. national, or a qualified
non-citizen. UGSP recipients are Federal employees during their
training at the NIH and must be eligible for Federal employment. In
general, only U.S. citizens and nationals are eligible for Federal
employment, but there are some exceptions to this rule.
FUNDING
The program awards each student up to $20,000 per academic year.
This can be used for tuition, educational expenses such as books and
laboratory fees, and reasonable living expenses. The scholarships are
awarded for one year and may be renewed (no more than four years of
scholarship support total). After each year of the scholarship, each
student is required to work for ten weeks as a paid employee in an NIH
research laboratory. This employment occurs during the summer after
the receipt of the award. After graduation, scholarship recipients
are required to serve as full-time employees in an NIH research
laboratory. The obligation is one year (fifty-two weeks) of full-time
employment for each year of scholarship. Students may defer service
obligations for appropriate graduate or medical studies. (kww)

OBJECTIVES:
Translation Awards (TA) are grants designed to respond to the
funding gap in the commercialisation of new technologies in the
biomedical area. Projects covering any aspect of technology
development from a range of disciplines – including physical,
computational and life sciences – will be considered. Projects must
address an unmet need in healthcare or in applied medical research,
offer a potential new solution, and have a realistic expectation that
the innovation will be developed further by the market.
ELIGIBILITY
Eligible institutions are not-for-profit research institutions,
including those funded by the Medical Research Council and the
Biotechnology and Biological Sciences Research Council, in the
UK/Republic of Ireland, that are able to sign up to our Grant
Conditions. Overseas institutions should check their eligibility first
with Technology Transfer and may be invited to apply. The sponsor is
able to use charitable monies to fund commercial companies to meet our
charitable objectives through programme-related investment (PRI).
Applicants should normally hold a position of responsibility within
the eligible organisation and be able to sign up to or comply with the
conditions or terms of an award.
Researchers from disciplines outside biomedicine can apply
providing the application of research is designed to facilitate or
meet a need in healthcare. For example, the application of physics,
chemistry, computing, engineering and materials science to the
development of medical products is entirely appropriate.
FUNDING
Providing it is adequately justified, modest equipment purchase and
maintenance costs may be included in a Translation Award application.
Translation Award applications may not include requests for
institutional overheads. (kww)
